ALMA Strategies provides integrated planning and consulting services to school districts and other public agencies. These interrelated services comprised of construction planning, construction financing, real estate asset management, and energy/solar consulting, are designed to meet your capital program’s evolving planning and construction needs. ALMA Strategies President, Arturo Taboada brings years of experience in the planning and construction industry, managing major public and private construction projects, to his work at ALMA Strategies to bridge these diverse areas of specialization.

ALMA Strategies, an affiliate of School Facility Consultants, provides strategic support to clients as they pursue and acquire planning and construction funding through bond and grant programs, implement green technologies that meet developing policy requirements and manage assets to maximize returns as projects meet long-range financial and sustainability goals.

MEET THE PARTNERS
ARTURO TABOADA, PRESIDENT
Arturo is a founding principal with ALMA Strategies (ALMA) and has over twenty years of diverse experience in the planning, design, construction and development of private and public buildings including educational facilities of various scales. He has directed planning and management studies and programs to finance the development of public infrastructure, has developed strategies and policies for local economic development and is considered a specialist in educational facilities planning and construction. Arturo has served on the Legislative Committee and the Board of Directors of the Coalition for Adequate School Housing and has served on public boards and commissions in Albany, CA. His expertise includes the planning and development of major K-14 construction programs, alternative financing and construction strategies, complex public real estate transactions and development and financing of alternative energy projects.

In the past two decades, Arturo has planned, developed and managed educational capital outlay programs valued at over $900 million, including the Oakland USD Facilities Master Plan of 1998. And, he has also been involved in ground-breaking alternative delivery programs such as the first 'K-12 Program & Construction Management at Risk' in San Rafael, CA. Furthermore, Arturo has assisted City College of San Francisco and the Peralta Community College District with program support services including program budgeting and scheduling as well as with the preparation and submittal of funding applications to the State Chancellor's office.

During his tenure as Executive Director of Facilities and Real Estate for the San Francisco USD he implemented a building program that entailed the replacement of various obsolete schools with new 'state of the art' facilities, some of which incorporated seminal 'joint-use' programs. The New Tenderloin School included a community health clinic and community center; the Excelsior Community Youth Center was a SFUSD/City of SF joint-use complex serving the multigenerational needs of youth and senior communities; and the new Bessie Carmichael ES complex entailed land swaps and tax increment financing with the SF Redevelopment Agency, the Parks & Recreation Department of the City of San Francisco, and the SFUSD.

Prior to establishing ALMA Strategies, Arturo served as the Director of Facilities Planning & Construction for the San Francisco and Berkeley public schools. More recently, he directed the K-14 Division and Business Development group for the largest commercial contractor in the country. He is a graduate of the University of California at Berkeley where he received a BA in Architecture & Planning, and an MBA from the Haas School of Business.
